Our Story

EP-Exec (derived from EmpowerPloy Executive) was founded in 2018 to solve a problem that was derailing infrastructure projects across South Africa: the gap between commercial development and the communities they operate in. We began under the name Empowerploy, under Pheme Consulting, before becoming a standalone entity in 2021. In the years since, we have delivered stakeholder engagement and social facilitation services across four major retail developments, successfully employing over 19,500 people and completing every project with zero work stoppages. Today, we are recognised by the Department of Public Works and Infrastructure as the private sector benchmark for the Integrated Social Facilitation Framework (ISFF). This is the national policy framework that establishes stakeholder engagement as a critical professional discipline in South Africa's built environment.

ISFF delivery presented at a national ITAF webinar

In February 2026, Patrick Moraka presented EP-Exec's Soshanguve Mall case study as the private sector demonstration of the Integrated Social Facilitation Framework in action. The webinar attracted 545 participants and 74 questions. It was hosted by the Department of Public Works and Infrastructure in collaboration with ITAF and streamed live on the National School of Government platform.
